I'm having a similar issue: the jetpack contact form does not send any email to the contact who fills it up but it sends an email to the author of the webform (although I asked to send it to another default address) and it registers the filled form entries in the feedback section.
I am using smtp to send emails via the WP-Mail-SMTP plugin, since otherwise many email addresses would not receive any email. I tried with both the php_mail and the smtp protocols but both fail in sending emails. I tried disabling the WP-Mail-SMTP plugin, changing email recipient and filling only part of / the whole form, but nothing changes. No email in the junk box.
I'm using wordpress 3.5.1 and tried both with jetpack 2.2.1 and the updated 2.2.2.
