Log out of your site and go to the login screen for your admin. Click on the "Lost password" link and follow the instructions that should send you an email.
If you do receive that email, your server configuration is fine and the issue is likely with the plugin(s).
If you don't even receive the lost password email, then there is something wrong with your server configuration, OR you have another plugin installed that keeps the system from sending plugins.
