Jeremy Herve on "[Plugin: Jetpack by WordPress.com] File uploading for Jetpack Contact Form"

Jetpack's Contact Form doesn't include that option right now. I'd suggest deactivating Jetpack's Contact form module under Jetpack > Settings in your dashboard, and using another Contact form plugin that allows for file uploads, like Contact Form 7 or Gravity Forms.
